Bangladesh approves Tk 490cr LNG purchase from Singapore

Bangladesh has approved the purchase of one LNG cargo from Singapore at a cost of Tk 489.88 crore, following an international quotation process under the Public Procurement Rules 2008.

The endorsement came on Tuesday at a meeting of the Advisers Council Committee on Government Purchase, chaired by Finance Adviser Dr Salahuddin Ahmed at the Secretariat.

According to meeting sources, Petrobangla invited quotations from 24 companies with which it has Master Sales and Purchase Agreements. Four companies submitted offers, all of which were found technically and financially responsive.

Based on the recommendation of the Proposal Evaluation Committee, the government selected the lowest bidder—BP Singapore Pte Ltd—to supply LNG at $11.64 per MMBtu. The total volume of 3.36 million MMBtu will cost Tk 489.88 crore.

Rice Import from Singapore Approved

The committee also cleared the Food Ministry’s proposal to import 50,000 tonnes of non-Basmati parboiled rice from Singapore through an international open tender. The rice will be purchased from Aditya Birla Global Trading (Singapore) Pte Ltd at a cost of Tk 216.90 crore, with the per-ton rate fixed at $354.19.

Earlier, on 22 October, the committee approved the import of 100,000 tonnes of rice from the UAE and Myanmar on both open tender and G2G bases at a total cost of Tk 446.23 crore.

Tk 1,579cr Fertiliser Imports from Four Countries

The government has also approved multiple proposals to import a total of 220,000 tonnes of fertiliser—70,000 tonnes of urea, 120,000 tonnes of DAP, and 30,000 tonnes of TSP—from China, Saudi Arabia, Morocco, and KAFCO at an aggregate cost of Tk 1,579 crore.

Key approvals include: 40,000 tonnes of granular urea from SABIC Agri-Nutrients, Saudi Arabia, costing Tk 194.55 crore ($396.41 per tonne) and 30,000 tonnes of granular urea from KAFCO Bangladesh, costing Tk 143.30 crore ($389 per tonne).

Import proposals also include 40,000 tonnes of DAP fertiliser from Baniyan International Trading Ltd, China, costing Tk 350.59 crore ($713.75 per tonne) and 40,000 tonnes of DAP fertiliser from Ma’aden, Saudi Arabia, costing Tk 350.22 crore ($713 per tonne).

Additionally, the committee approved Tk 55.25 crore for constructing 34 buffer warehouses across the country to improve fertiliser storage and distribution.

Tk 420cr Worth of Vaccines to Be Procured from UNICEF

To support the Expanded Programme on Immunisation (EPI) for FY2025-26, the government will purchase 120,000 vials of vaccines from UNICEF under the direct procurement method at a cost of Tk 419.97 crore.

The Health Services Division placed the proposal following earlier policy approval that allowed half of the required vaccines to be procured directly and the remaining half through open tender. UNICEF submitted the offer under the direct procurement window, and after negotiation and PEC review, the committee endorsed the purchase.
