The Bangladesh Public Procurement Authority (BPPA) plans to construct a multi-storied green office building in the capital’s Agargaon administrative area, in line with the Sustainable Public Procurement (SPP) policy.
To this end, BPPA on Sunday organised a pre-procurement conference on the proposed BPPA Bhaban at the Planning Commission campus. The event marked the first such conference held under the newly enacted Public Procurement Rules, 2025 (PPR 2025).
BPPA Chief Executive Officer and Secretary S M Moin Uddin Ahmed presided over the conference, while Director Shah Eyamin-Ul Islam presented an overview of the proposed building.
Around 30 participants, including private-sector builders and developers, architects, civil and electro-mechanical engineers, and officials from the Public Works Department (PWD), Department of Architecture, House Building Research Institute (HBRI), RAJUK, Department of Environment (DoE), Institute of Architects Bangladesh (IAB), Institution of Engineers Bangladesh (IEB), and REHAB, attended the event.
Chief Engineer of PWD Dr Md Khalequezzaman Choudhury, Chief Architect Md Asifur Rahman Bhuiyan, and HBRI Director General Dr Mohammad Giasuddin Haider, among others, shared technical suggestions on the proposed construction.
Under PPR 2025, pre-procurement conferences are aimed at early market engagement to help shape an appropriate procurement strategy at the outset.
Addressing the conference, the BPPA CEO said a feasibility study had already been completed and that the authority would prioritise reducing the overall structural weight by using fewer materials to enhance sustainability. He said expert input was being sought to refine the plan.
Participants stressed the need for a comprehensive framework for sustainable construction. A Department of Environment representative suggested using the term “sustainable building” instead of “green building,” noting that sustainability covers broader dimensions.
They welcomed BPPA’s initiative, saying it would support the government’s push for sustainable public procurement, and recommended holding a separate design-focused conference involving electrical engineering experts. They noted that integrating sustainability at the planning stage would be more effective.
Concluding the event, the BPPA CEO said a working group would be formed to oversee each stage of the construction process.
