ADP implementation hits 10-year low during Jul-Feb

The implementation of the Annual Development Program (ADP) in the first eight months of the 2024-25 Fiscal Year, from July to February, hit 10-year low at 24.27 percent.

The latest report published by the Implementation, Monitoring, and Evaluation Division (IMED) published on Monday reveals that implementing agencies managed to spend only Tk67,553.21 crore out of Tk2,78,288.90 crore.  

During the same period last year, ADP implementation stood at 31.17 percent. In the corresponding period during the previous three fiscal years, the execution rate was 32.10 percent, 35.80 percent and 33.83 percent respectively.

After the fall of Sheikh Hasina’s regime on 05 August last year, the interim government squeezed public expenditure and initiated move to remove politically motivated projects from ADP, resulting in slow accomplishment of development budget.   

During July-February, the health, education, and family welfare department has shown the least progress in development spending over the eight months.

For the current fiscal year, this department was allocated Tk4,936 crore, but only Tk20.35 lakh has been spent, resulting in an ADP implementation rate of just 0.41 percent.

Additionally, several ministries and departments have only managed to spend about 10 percent of their allocated budgets in the last eight months.

These include the Ministry of Health Services with 5.48 percent, the Ministry of Home Affairs with 8.36 percent, the Ministry of Liberation War Affairs with 9.16 percent, the Ministry of Social Welfare with 6.77 percent, the Ministry of Chittagong Hill Tracts Affairs with 9.28 percent, and the National Board of Revenue with 3.72 percent.

Furthermore, the Ministry of Commerce has implemented 7.05 percent, the Ministry of Land 6.41 percent, and the National Parliament Secretariat 2.18 percent of their respective ADP allocations.
