Govt suspends prior approval requirement for boiler imports

The government has suspended the requirement for obtaining prior approval from the Chief Inspector of Boilers before importing industrial boilers and boiler components to ease import procedures and reduce difficulties faced by industrial importers, says BSS report.

Bangladesh Bank (BB) today issued a circular to this effect, instructing the head offices and principal offices of all authorised dealer (AD) banks to take necessary action following the decision.

The move follows a decision taken at the fifth meeting of the Boiler Board on September 24 and subsequent instructions from the Ministry of Industries on October 7.

According to the relevant administrative communications, the previous approval requirement created practical difficulties for importers because foreign manufacturers often declined to provide detailed engineering drawings and technical specifications before receiving formal purchase orders.

As a result, importers faced difficulties obtaining the necessary documents before placing orders and proceeding with imports, complicating the procurement of industrial boilers and spare components.

The suspension is expected to reduce these procedural bottlenecks and facilitate the import of machinery required by manufacturing industries.

The previous requirement was associated with Rule 18(ka) of the Boiler Rules, 2025, framed under the Boiler Act, 2022.

The decision has implications for the banking and trade clearance processes involving Bangladesh Bank, the Chief Controller of Imports and Exports, Chattogram Port Authority, Mongla Port Authority, Payra Port Authority and Bangladesh Land Port Authority.

The relevant authorities have been asked to align their procedures with the decision to ensure its implementation across the import chain.

However, the suspension of prior approval does not mean that boiler safety regulations have been withdrawn. Applicable safety requirements under the Boiler Act, 2022, and the Boiler Rules, 2025, will continue to govern the relevant inspection, installation, testing and operation of boilers.

The policy change is expected to make boiler procurement more convenient for industrial enterprises while retaining the existing framework for industrial safety.
