Bangladesh launches online pension tracking system to streamline services

Bangladesh has launched an online pension tracking and management system aimed at reducing delays, improving transparency and sparing retired government employees the lengthy bureaucratic processes traditionally associated with pension applications.

The new Online Pension Tracking and Management System (OPTMS) was formally inaugurated on Tuesday last by State Minister for Public Administration and Food Md Abdul Bari at a workshop held at the Ministry of Public Administration in Dhaka.

Speaking at the event, the minister said the digital platform would address long-standing challenges faced by pensioners, including delays in pension approvals, complex procedures and repeated visits to government offices.

“The system will play an important role in ensuring transparency and accountability in public service delivery,” Bari said. “If citizens can receive services online without physically visiting government offices, it becomes a powerful tool for reducing corruption.”

The initiative has been developed under the Finance Division’s Strengthening Public Financial Management Program to Enable Service Delivery (SPFMS), which seeks to modernise public financial management and improve service delivery through digitalisation.

Officials said OPTMS will digitise the pre-retirement stage of pension processing, allowing government employees to submit pension applications online, upload supporting documents and track the status of their applications in real time.

The platform will also integrate with the government’s Integrated Budget and Accounting System (iBAS++), enabling automatic retrieval of service records and financial information, reducing manual data entry and processing errors.

Senior Secretary of the Ministry of Public Administration Md Ehsanul Hoque, who chaired the workshop, said the absence of a comprehensive employee database had historically complicated pension processing.

“Maintaining an updated database of government employees will significantly simplify pension approval procedures,” he said, adding that the establishment of dedicated help desks would further improve services for retirees and family pension beneficiaries.

Finance Division Secretary Dr Md Khairuzzaman Mozumder described the initiative as a major step towards ensuring hassle-free pension services.

He said the system would initially be piloted within the Ministry of Public Administration before being expanded to the Finance Division, the Office of the Controller General of Accounts, other ministries, attached departments and field offices across the country.

Mozumder also suggested that introducing a “One Rank, One Pension” policy could help reduce disparities among retirees and strengthen their financial security.

Controller General of Accounts S M Rezvi noted that significant progress had already been made in post-retirement pension management, with pensioners increasingly receiving services through digital platforms. He said strengthened monitoring systems had improved transparency and accountability in pension administration.

Officials said Bangladesh has already digitised several post-retirement services, including electronic fund transfer (EFT) payments, life verification and pension statements. The introduction of OPTMS is expected to bring the more complex pre-retirement process under a fully integrated digital workflow.

Under the new system, government employees will receive SMS notifications around 11 months before entering post-retirement leave. They will then be able to complete the entire pension application process online while monitoring progress through the platform.

Workshop participants also discussed challenges including office mapping, no-objection certificates, manual records, audit objections and ongoing legal cases. Speakers expressed confidence that OPTMS would help create a faster, more transparent and citizen-friendly pension service.

The minister also raised concerns about pensioners who opted to surrender 100% of their pension benefits but die before the 15-year restoration period, suggesting that existing rules should be reviewed to ensure greater fairness for affected families.
