Myanmar deals with Russia for Small Modular Reactor construction

Myanmar and Russia have signed an intergovernmental agreement to construct a Small Modular Reactor (SMR) in Myanmar.

The agreement was signed on March 4, 2025, in Moscow during the state visit of Myanmar’s leadership to Russia, in the presence of Russian President Vladimir Putin and Senior General Min Aung Hlaing, Chairman of the State Administration Council and Prime Minister of Myanmar.

The document was signed by Alexey Likhachev, Director General of Rosatom State Corporation, and Dr. Myo Thein Kyaw, Union Minister of Science and Technology of Myanmar. The agreement outlines the conditions and main directions for implementing a 110 MW SMR project, with the potential to expand it to 330 MW.

This development builds on a previous agreement between the two countries in February 2023 to cooperate on the peaceful uses of atomic energy. Additionally, Rosatom is collaborating with Myanmar to develop wind power, including a 200 MW wind power plant project.
